Lying is Promoted Both In OT And NT
"'By what means?' the LORD asked. " 'I will go out and be a lying spirit in the mouths of all his prophets,' he said. " 'You will succeed in enticing him,' said the LORD. 'Go and do it.'  [1 Kings 22:22]

God in Bible commands that we should not lie but he himself lied and deceive many people by lying via proxy and sending lying spirits
God lies by proxy; He sends prophets or lying spirits to deceive.

O Lord, thou hast deceived me, and I was deceived. [Jeremiah 20:7]

Lies of God via proxy
Now therefore, behold, the Lord hath put a lying spirit in the mouth of these thy prophets.[2 Chronicles 18:22 ]
Ah, Lord GOD! surely thou hast greatly deceived this people. [Jeremiah 4:10]
O Lord, thou hast deceived me, and I was deceived. [Jeremiah 20:7]
And if a prophet be deceived when he hath spoken a thing, I the Lord have deceived that prophet. [Ezekiel 14:9]
For this cause God shall send them strong delusion, that they should believe a lie. [2 Thessalonians 2:11]

God sends lying spirits

 "So now the LORD has put a lying spirit in the mouths of all these prophets of yours. The LORD has decreed disaster for you." [1 Kings 22:23]
 "I will go and be a lying spirit in the mouths of all his prophets,' he said. " 'You will succeed in enticing him,' said the LORD. 'Go and do it. [2 Chronicles 18:21]

Lying in NT
"Not at all! Let God be true, and every human being a liar. As it is written: "So that you may be proved right when you speak and prevail when you judge." [Romans 3:4]
Jamieson-Fausset-Brown Bible Commentary on this verse says
"True, and every man a liar—that is, even though it should follow from this that every man is a liar."

Christians can lie if it is to glorify God, Paul said
"But if through my LIE God’s truth abounds to his glory, why am I still being condemned as a sinner?" [Romans 3:4]
Paul here is admitting that he lied or that he might resort to lying for the sake of spreading God's Truth

Further in Philippians Paul approved again of lying and falsehood if it is to glorify Jesus.
"The important thing is that in every way, whether from FALSE motives or true, Christ is preached. And because of this I rejoice. Yes, and I will continue to rejoice" [Philippians 1:18]

In 2 Samuel 12:9-12 we read that God made some chaste women prostitutes for wrong doings of husband and with His evil spirit the God states that he will swap the wives and make them slept in board day light with other man
2 Samuel 12:9-12 New International Version (NIV)
"Why did you despise the word of the Lord by doing what is evil in his eyes? You struck down Uriah the Hittite with the sword and took his wife to be your own. You killed him with the sword of the Ammonites. Now, therefore, the sword will never depart from your house, because you despised me and took the wife of Uriah the Hittite to be your own.’
“This is what the Lord says: ‘Out of your own household I am going to bring calamity on you. Before your very eyes I will take your wives and give them to one who is close to you, and he will sleep with your wives in broad daylight. You did it in secret, but I will do this thing in broad daylight before all Israel.’”

So,
1- Why did God made the David's wife go against their own will
2- Took over their wills
3- Made them as prostitutes?
4- Why does God lies
5- Why does God make people sins and make them go against their wills?
6- What is purpose of evil spirit of God?
7 - Why does lies via proxy and by sending lying Prophets?
